Rub the beef with roasted garlic and butter, then coat it with spices. Place the beef in a pot along with onions, carrots, tomatoes, peas, mushrooms, celery, white wine, and beef stock. Cover the pot with foil and bake in the oven until the beef is tender.

Pipe mashed potatoes onto the bottom of a pie tin to form a crust. Freeze until solid. Once frozen, fry the mashed potato crust in hot oil until golden and crispy. Fill the crispy mashed potato crust with a layer of mashed potatoes, followed by the beef and stew. Sprinkle with chives, serve and enjoy!
