  1. Drizzle olive oil on potatoes, add salt and pepper. Bake for 1 hour at 350 °F. Once cooked and cooled, remove tops and scoop out centers of potatoes. Mash with melted butter and cream. Spread the mashed potatoes into the bottom of a baking dish

  2. In a bowl, mix ground beef, onion, green bell peppers, brown sugar, garlic, paprika, Worcestershire sauce, tomato puree, mustard, and water. Then cook over medium-high heat with a little olive oil until cooked through. Fill each empty potato with the ground beef mixture.

  3. Place each filled potato, filling side-down, into the mashed potato-lined baking dish. Cover the mashed potatoes with sour cream then sprinkle the whole dish with jack cheese. Bake for 30 minutes at 350 °F, or until cheese is melted and casserole is warmed through. Once out of the oven, dollop each potato with a little sour cream and sprinkle chives over the top of everything. Enjoy.
